The Department of Defense recently dropped its SBIR 25.2 release—with 98 open topics in this round alone—and NW Tech Bridge is making sure that Pacific NW innovators are ready to respond.


On April 17, NW Tech Bridge, teamed up with Washington APEX Accelerator, for a jam-packed session focused on the Department of Defense’s SBIR 25.2 release and how small businesses can get in on the action. From navigating federal R&D, to crafting proposals that grab the Navy’s attention, the event delivered practical, insider guidance for startups and tech innovators ready to bring their ideas to the U.S. Navy and other defense stakeholders.

Attendees got an inside look at the Small Business Innovation Research (SBIR) program—plus strategies for finding the right Navy topics, aligning with defense priorities, and building a proposal that doesn’t just check the boxes, but stands out.

Turning Ideas Into Impact: The “Learn—Grow—Deliver” Framework

NW Tech Bridge Deputy Director Ralph Duncan shared how the NavalX Tech Bridge ecosystem accelerates innovation by helping non-traditional businesses connect with Navy needs and go from concept to contract through a structured, mission-first process: 

  • Learn: Get support in understanding the defense landscape, and what makes a solution “Navy-ready”—from proposal writing and effective pitching practice, to SBIR funding and procurement training.  
  • Grow: Through mentorship and access to Navy experts, refine your tech, and access resources like test environments and funding opportunities that prepare you for real-world applications.
  • Deliver: With the support of NW Tech Bridge, finalize your proposal, navigate federal contracts successfully, and connect with acquisition decision-makers who can help you get your solution to the fleet. 

Ralph emphasized that the Navy’s SBIR program isn’t just about paperwork—it’s a launchpad for translating high-potential technologies into real-world tools for national defense backed by real funding commitments.

Partnering for SBIR Success

Kate Hoy and Grady Smith from the Washington APEX Accelerator broke down the SBIR process, shared best practices, and outlined the wide range of support their team provides—everything from technical proposal reviews, to guidance on your commercialization plan, and post-award assistance. 

They also walked through the SBIR “Three Phase Process”:

  • Phase I: Concept development
  • Phase II: Prototype development
  • Phase III: Commercialization and transition
